LỜI NÓI ĐẦU
Sự phát triển bùng nổ của các đô thị có quy mô lớn ở khu vực TP. Hồ Chí Minh và các vùng lân cận tạo nên nhiều vấn đề môi trường đô thị cần giải quyết trong đó có tình hình ngập lụt và ngập triều đô thị. Đặc biệt, TP.Hồ Chí Minh nằm ở cửa nhiều con sông lớn thuộc hệ thống sông Đồng Nai, sát với biển nên chịu ảnh hưởng mạnh mẽ của những biến động dòng chảy trên sông, dòng triều trên biển và đây là một vùng có tính đặc thù về điều kiện thiên nhiên “nhiệt đới gió mùa”. Do đó mà tình hình ngập lụt và ngập triều ở đây ngày càng nghiêm trọng gây thiệt hại nặng nề.
Chúng ta đã từng chứng kiến bao trận lũ lịch sử ở các vùng đồng bằng qua đi đã đề lại sau lưng chúng là những con người lâm vào hoàn cảnh hết sức khó khăn “không chốn nương thân” và giờ đây tại những thành phố lớn cũng xảy ra ngập lụt và ngập triều. Vậy nguyên nhân chính là do đâu? Đó là câu trả lời giành cho các cấp có thẩm quyền.
Đảng và Nhà nước ta đã có những biện pháp để khắc phục nhưng tình trạng trên vẫn chưa giải quyết được. Do vậy, chúng ta cần có những biện pháp thiết thực để giải quyết triệt để vấn đề trên.
Đề tài “ ngập lụt và ngập triều” là một đề tài đang rất nóng bỏng, được sự quan tâm của nhiều người bởi vì nó có ảnh hưởng trực tiếp đến cuộc sống của họ. Đây cũng là lý do em chọn đề tài này.

The high development of the big scale urban in Ho Chi Minh city and surrounding areas created many urban environment problems which need to resolve, especially flooding and tidal flooding situation. Flooding is a natural and recurring event associated with rivers and streams, which has resulted overtime in the formation of nature floodplains.
Nowadays, flooding in Ho Chi Minh city become difficult problems. Flooding is caused by tidal water, heavy rain and widen on the outskirts such as: Cu Chi, Hoc Mon, Nha Be, Thu Duc…From the beginning of the year to now, this city has 30 rain with the reserves of rainfall from 80 – 120 mm, especially 14 heavy rain flooded 71 the streets. City originated nearly 100 new flooding points and the total flooding points are raised more 130 points.
Cause of this situation is that the city where has low terrain, the thickness rivers, the heavy rain ... but it is important that the consciousness of people. They have indirectly caused flooding and tidal flooding situation. Since then, we see the serious consequences from above problems to be the disease, damage of property and people, surrounding environment pollution...So, in order to solve this necessary and urgent problems to need the long time which must be the efforts of many people, especially the government.
Ho Chi Minh is a major city but flooding situation take place the most heavily. This is also the result of the change of global environment: the warm earth, raise of marine level. To resolve the above situation, government have some solutions such as drainage construction, urban project…
We want to have a civilized societies, a wealthy country powerful that keep this environment more clean, together act for "green, clean, beautiful " a environment
