sophisticated, cunning nature, including conspiracy to degrade politics,
ideology, morality, and lifestyle of the police force. On the other hand, the
negative side of the market mechanism is daily and hourly affecting the
awareness and morality of every People's Public Security officer and
soldier. In this context, Ho Chi Minh ideology on ethics is still topical,
intact and valuable, valuable lessons for the People's Public Security Forces
in the cause of national security protection and social order and safety.
The People's Police University is a university and post-graduate
education institution, a center for scientific research of the People's Police
force in the South, the task of training People's Police officers - high quality
human resources of the police sector and the country. It is a very glorious
task but at the same time very heavy and difficult. In order to meet the
requirements of the national security and order protection career, the
People's Police University paid attention to training students about
professional qualifications and at the same time taking care of ethical
education of students. People's Public Security officer, step by step pushing
back and preventing moral degradation and lifestyle in a part of students,
creating strong changes in cultivation and morality of students according to
Ho Chi Minh ideology about morality and the six things Uncle Ho taught.

However, the education of Ho Chi Minh ideology and moral example
for students still has limitations, has not yet become a self-awareness of
many Party cells, units and a number of officials, party members and
students; Studying a lot but Ho Chi Minh's morality results are still limited.
The responsibility of setting the example of Ho Chi Minh ideology and
moral example of the head, key officials and each student is not high. Many
ethical behaviors are not beautiful, words are not existent, the sense of
expressing moral values for themselves and in the relationship between

Besides, there are many articles of authors inside and outside the Public
Security sector which have been published in the People's Public Security
Magazine, in the People's Police newspapers mentioned the issue of Ho Chi

Regarding Ho Chi Minh ideological education about morality for
Vietnamese people in general, some typical projects can be mentioned such
as: "Studying Ho Chi Minh's moral ideology to build culture. ethics in our
country today "by Thanh Duy and Le Quy Duc," Ho Chi Minh's moral
ideology with the enhancement of revolutionary morality for leaders and
managers in Vietnam today "by Nguyen The Kiet, "Lifestyle education for

Discussing Ho Chi Minh's ethical education for the People's Public
Security works such as: the yearbook "Studying and following the moral
example of Ho Chi Minh - The People's Police because the country forgot

1.2. The issues have been studied and the thesis issues continue to
be studied

Firstly, there has not been any specific scientific research project on
educating Ho Chi Minh ideology about morality for students of People's
Police University at present from a philosophical perspective.
Secondly, there has not been any work showing specific characteristics
of students of People's Police University, as well as an objective assessment
of the current status of Ho Chi Minh ideology education on ethics for
People's Police University students.
Thirdly, there has not been any work proposing breakthrough, focused
and key solutions in ethical education for People's Police University
students, especially in connection with the impact of moral decline, lifestyle
of a part of cadres, party members, people that the Party has pointed out.
On the basis of subjects, goals and tasks of the topic, the PhD student
will continue to go into the following issues from a philosophical
perspective, not overlapping with published scientific works.
Firstly, continue to analyze more clearly and deeply the basic contents
of Ho Chi Minh ideology on morality and Ho Chi Minh ideology on the
morality of the People's Public Security Forces according to the six articles
Uncle Ho taught.
Secondly, analyzing the characteristics and situation of students of the
People's Police University today; surveying and assessing the status of Ho
Chi Minh ideology education on ethics for students of the People's Police
University, clearly stating achievements, limitations, causes and problems.
Thirdly, determine the direction and propose solutions to improve the
quality of Ho Chi Minh ideology education on ethics for students of the
People's Police University today.

social public opinion, each content to build new morality and anti-negative
needs to create a popular mass movement, praising the good, criticize the
bad, really popularize the new moral content among the people.
Building evolutionary moral go hand in hand with against immorality,
first of all removing the wrong, the bad, the unethical in everyday life. In
the struggle against the negative, backward must first "fight against
individualism", must detect early, must pay attention to prevention and

Ethical cultivation must be associated with practical activities, in the
spirit of self-discipline and voluntariness, based on one's conscience and
responsibility. Only by doing so can cultivation result in any environment,
every relationship, every area, every situation. The basic content of
revolutionary ideal is to strive for the country to be completely independent
and for the Socialism to be formed and perfected. Enlightenment of
revolutionary ideals is to educate students about the ideal of living and
belief in the revolutionary career led by the Party.

2.2.3.1. Combining learning with practice, setting an example of good
people and good deeds
In the school, educational activities are very diverse and diverse.

upgrading, on July 28, 2003, The Prime Minister issued Decision No.
152/2003/ Decision - The Prime Minister established the People's Police
University on the basis of the People's Police Academy Campus. After more
than 40 years of construction and development, the People's Police
University has constantly grown in both quantity and quality, becoming one
of the prestigious higher education institutions in the field of ensuring social
order and safety in the South of the Fartherland.
The People's Police University is part of the national education system,
in compliance with the statutes, regulations on education and training
management by the Ministry of Education and Training. However, due to
the characteristic of the police force is the armed forces so the People's
Police University has specific characteristics compared to other schools in
the national education system such as:
Firstly, for the People's Police University, building discipline and
discipline is a mandatory educational requirement for the school.
Secondly, the work of educating students in the People's Police
University is actually both the management of the People's Police Officers
and the management and education of students in the learning, practicing
process at school.
3.1.2. Situation and student characteristics of People's Police University
3.1.2.1. Situation of students of People's Police University
About structure:

The number of male students is always higher than the number of
activities. This is an important foundation for enhancing the capacity and
cultivating, training the revolutionary ethical qualities of students.
3.2. The reality of Ho Chi Minh ideology education about ethics
for students of People's Police University
3.2.1. Education Ho Chi Minh ideology on morality for students
through the role of educational subjects at the People's Police University
3.2.1.1. About the number of educational subjects
The Party Committee and the Board of Directors of the People's Police
University always appreciate and regularly direct the construction,
development and enhanciment of the quality of officials and lecturers.
Therefore, the contingent of cadres and lecturers is increasingly developing

both in quantity, quality and basically meeting Ho Chi Minh ideology
education requirements on ethics for students today.
3.2.1.2. About quality
The staff and lecturers team of the People's Police University not only
increased in number but also in terms of qualifications.
Regarding education level, the academic year 2011 - 2012: Senior is
3.84%, master is 21.99%, university is 56.99%, colleges is 2.98% and
intermediate is 14.21 %. By the school year 2016 - 2017: PhD is 8.34%,
masters are 40.54%, university is 38.03%, colleges is 2.75% and
intermediate is 10.34%.
Regarding the level of Political Theory, the academic year 2011 2012: Senior is 13.01%, Intermediate is 55.67%, Primary is 31.31%. By the
school year 2016 - 2017: Senior is 12.88%, Intermediate is 69.94%,
Elementary is 17.18%.
Regarding the professional qualification of the Police, the pedagogical
qualifications, the educational management qualifications: Constantly
increasing, especially 100% of officials and lecturers are fostered
Sciences Humanities has promoted the role of a key subject in education Ho
Chi Minh ideology about morality for students; worked closely with other
subjects in the University to organize the implementation of
revolutionary ethical education for students.

Party General Staff, The Board of Directors formulated and issued
documents related to Ho Chi Minh ideology education about ethics for
students; unified management and organization of Ho Chi Minh ideology
education about ethics for students. Revolutionary ethics education program
and plan for students of Party work, Political work & Mass work be
increasingly concerned, regular activities increase both in quality of content,
duration, frequency, with many forms of revolutionary ethical education for
students.
Staff team of Member Management Department
Staff of Member Management Department as a person who directly
manages and monitors students during the course of study and training at
the University, has regularly implemented the contents of Ho Chi Minh
ideology education about morality for students with many other diverse and
copious measures such as: Through the political activities at the beginning
of the course, through the flag saluting ceremonies of the first week to
comment, remind and encourage students to abide by the People's Public
Security Ordinance, the school's regulations ...Thereby, propose rewarding
students with spirit and academic results goodly; criticize and review
ability to refine knowledge, reduce the learning time of students. In the
lectures, lecturers of The Department of Political Theory & Social Sciences
Humanities have made great efforts in associating political theory with the
reality of social life, especially the practice of Public Security.
However, educating Ho Chi Minh ideology on morality through
teaching Marxist - Leninist science subjects and Ho Chi Minh ideology at
the People's Police University still has certain limitations:
Firstly, the teaching of the Fundamental principles of Marxism Leninism and Ho Chi Minh ideology faced many difficulties.
Secondly, Ho Chi Minh ideology subject is an important subject that
contribute to determining the success of educating Ho Chi Minh ideology
about ethics for students, so the content and curriculum of this subject are
not really fit.
Thirdly, the method of teaching Marxist - Leninist science and Ho Chi
Minh ideology of lecturers of the People's Police University is mainly the
presentation method.
Fourthly, the teaching of Marxist - Leninist and Ho Chi Minh ideology
subjects under the main curriculum of a number of lecturers in The
Department of Political Theory & Social Sciences Humanities has not
enhanced the positiveness and activeness of students; still heavy in theory,
lacking evidence in real life or relating to the practice of police work.
3.2.3. Educating Ho Chi Minh ideology on ethics through a program
of fostering political theory, emulation movements, practical activities,
internships and cultural, artistic and sports activities
The Party Committee of the People's Police University has organized
classes to foster political theory for subjects admitted to the party with a
program of 5 political theory articles, with a duration of 5-10 days; political
reasoning classes for new party members with the program of 10 articles on
political theory, with duration of 6-10 days. Political theory refresher
courses are organized in the form of joint study, go to class to listen to
lectures, self-study, discussing at class and answering exams in lecture halls
students of People's Police University.
Thirdly, the achievements in education Ho Chi Minh ideology on
morality contribute to motivating and stimulating good moral acts of the
People's Police University students.
3.3.2. Shortcomings, limitations and causes
3.3.2.1. Shortcomings, limitations
Firstly, Ho Chi Minh ideology education on ethics contributes to
building a revolutionary moral quality for students of the People's Police
University not often, not really reasonable, sometimes heavy in form and
not synchronized.
Secondly, education Ho Chi Minh ideology on morality for students is
still heavy about slogans, propaganda, so it has not had the most positive
impact on the learning and cultivation process based on Ho Chi Minh
ideology on student's morality.
Thirdly, in educating Ho Chi Minh ideology about morality for
students of the People's Police University, the scientific application of
revolutionary ethical standards in practice has not been given adequate
attention, while general, heavy in theory, there is little vivid specific
evidence, which leads to the situation where students feel more contradicts

between reasoning in the school and specific social expressions, make

Fourthly, the amount of time devoted to teaching Ho Chi Minh
ideology on ethics for students of the People's Police University is too little
compared to the purpose and requirements.
Fifthly, there are still some students who have not improved their selfawareness, self-education in training and cultivating moral qualities.
3.3.2.2. Cause of these shortcomings and limitations
Firstly, in awareness and directing practical activities, there are still
international integration in the context of globalization leads to a part of
officials, party members and people, especially for young people who
exhibit a moral standard deviant perception.

Secondly, bureaucracy, corruption, wastefulness are plaguing for
society, and affect daily and hourly for students.
Thirdly, the school educational environment also has negative signs
contrary to the contents of Ho Chi Minh ideology about ethics.
3.4.2. The contradiction between Ho Chi Minh ideology education
requirements on ethics and limitations in education for People's Police
University students
Firstly, the attention and direction of the Party Committee, the Board
of Directors, the teaching staff and the educational management staff at the
People's Police University are not commensurate with the requirements of
Ho Chi Minh ideology education on ethics.
Secondly, the application of Ho Chi Minh ideology about the status of
revolutionary police in ethical education for students at the People's Police
University also has hindering factors.
Thirdly, the forms of Ho Chi Minh ideology education on morality for
students of the People's Police University are not plentiful and attractive, so
it has not really created an attraction for learners.
Fourthly, the process of managing Ho Chi Minh ideology education
about ethics is not clear, a mechanism for synchronous coordination
between homeroom teachers, faculty members, subjects and other
organizations in the school has not been developed to implement Ho Chi
Minh ideology on ethics in ethical education for student.
Fifthly, the structure of the program for educating Ho Chi Minh
ideology on ethics in schools is not commensurate with the moral education

the leadership, direction and orientation of the Party Committee and the
Board of Directors of the People's Police University.

Ministry of Public Security's plans, action plans on ethical education for
students.

must be associated with the content of regular task and is a criterion for
evaluating the learning and training results of officials and students.
Thirdly, educating Ho Chi Minh ideology about morality for students
is the responsibility of the Party Committees and Board of Directors,
functional units, socio-political organizations and of all officials, lecturers
and students of the school.
Fourthly, in order for Ho Chi Minh ideology education on ethics to be
highly effective to students should pay attention to invest in facilities,
ensuring the regimes and policies to enhance the material and spiritual life
for officials, lecturers and students
4.1.2. Educating Ho Chi Minh ideology on morality for students of
the People's Police University must ensure the principle of unity between
theory and practice.
Grasp thoroughly this principle in the educational process is an
important factor to enhance the quality of teaching and learning, at the same
time enhance the quality of Ho Chi Minh ideology education on ethics in
forming and developing student ethical standards.
4.1.3. Educating Ho Chi Minh ideology on ethics for students of the
People's Police University must have a close association between the
school, family and society
In order to enhance the quality of Ho Chi Minh ideology education on
ethics for students, there must be a close combination between school
discussed and approved the "Regulation on responsibility of exemplary
officials and party members, first of all Politburo Member, Secretary of the
Secretariat, the member of the Central Executive Committee "(Regulation
08).
For the People's Police University, to educate Ho Chi Minh ideology
on morality for students to achieve positive results, it is necessary to
perform well the responsibility of setting an example. The set an example
must first be done from the school leaders, the unit leaders to the staff,
lecturers follow the principle that the person who holds the high position
and the important position, especially the leader, must be very exemplary.
This must be considered as the most important and most critical solution in
educating Ho Chi Minh ideology about morality for students. The lack of
training and cultivation, especially the retrograde and morality of a part of
officials, lecturers will greatly influence the ethical behavior, lifestyle, and
sense of discipline of students.
