I. RAISING THE ISSUE
Open economy and more growing every passing day, in addition to the
demand for housing, transportation, entertainment, health care needs with the best
quality of the Vietnamese people is increasing. To compete and survive, hospitals
were forced to upgrade and rapid application of new technologies to the clinical
and administrative management in order to increase operational efficiency and
improve service quality.
Information Technology (IT) is an effective support means and highly
effective in the management of general administration and management of the
health sector in particular. The use of Information Technology (IT) in managing
hospital is clearly an urgent need, contributing to the hospital tobe developed
comprehensive, step by step to meet the requirements of medical and health care
for people.
Application of technology has helped the hospital management and
efficient resources use, prevented from losing hospital fee, transparency financial
of patients, helped to control using rational drug safety, saved waiting time and
efforted to waiting time of the patient.
II.PROBLEM SOLVING
A. INTRODUCTION ABOUT LAM HOA GENERAL HOSPITAL:
Lam Hoa General Hospital in Thai Binh province was officially
established on 01 October 2007, forerunner of the Lam Hoa Health Services,
which was established in 1997. The first work in the creation of the brand name
"Lam Hoa" is Mr. Nguyen Xuan Lam, former Chairman of the Lam Hoa Hospital,
a Party member, a son of Hung Ha district, a soldier who has more than 40 years
working in the health sector. After more than 30 years working for Hospital in

outpatients. The patient coming to treat are welcome timely, issued medical codes,
guided to clinics and other services.

- MISA Accounting Software Applications for the financial management
has been put into operation in 2011 instead of the administrative and accounting

Overall, this software has helped hospital too much in managing outpatient
examination and treatment as well as the financing, reducing the time for
administrative work to spend more time serving the disease. In addition, the use of
software to help the staff in the hospital renovation work style is faster and more
scientific.
2. Software applications in statistical work:
Lam Hoa Hospital has applied the Medisoft 2003 Software Applications for
managing medical record reports, statistical reports and storage. It is because of
this software that search the records of patients, statistical reporting is done fast.
3. Internet applications in management and research
Hospital has set up a website page to be able to introduce their healthcare
services and to answer the patient's questions without wasting time to the hospital.
In addition to using e-mail application to send and to receive statistical
reports, through this system board center and functional rooms are also used to
inform the direction form or to send report ... to direct units tobe fast.
C.SWOT ANALYSIS

Lam Hoa Hospital has established Information Technology Department
weaknesses.
Provincial hospitals and upper hospital are mostly had high-speed Internet.
They have applied online remote surgery system, reducing travel costs for patients
and increase the success rate for the surgery soon.
Viet Duc Hospital and General Hospital of Thai Binh Province use
Medisoft Software 2003. However, due to amount of patients come to treat disease
in 2 hospitals are too many, it is not effective for the hospitals in management
work, it makes costly labor input and it is only met the requirements of Reporting
Statistics Management System of the Health Ministry and many other reports of
Department.
E. ANALYSING EXPERIENCE, LESSONS DOMESTIC AND FOREIGN
BUSINESSES
Through deploying software in hospitals, managers have learned many
valuable lessons in the deployment of IT applications, which are:
- It is necessary to have strong determination and consistency in the
implementation of the leadership at all levels.
- It is necessary to have adequate and consistent investment in
infrastructure facilities such as computers, networks, software.
- About training human resource, it is necessary to strengthen the training
of all officials and employees in the hospital on the use of computers and software.
- When building software deployment and management for hospitals, the
hospital should ask software vendors hand over technical documentation, source
code, database structure ... to proactively with a database of hospital later.
F. LEARNING "IT" APPLICATIONS SOLUTIONS IN INDUSTRY:

H. SPECIFIC ACTION PLAN AND TARGETS
In order to manage the application of IT well, efficient and contribute to
improving the quality of health care management service. I have the following
suggestions:
1. Regular funding support for IT
Each year, it need VND 150,000,000, divided into two times.
2. Equipped with more powerful configuration server
Director Board and Chief Informatics Officer will discuss with Thai Viet
Co.,Ltd. (Thai Binh province) to find the type of servers to meet the needs of the
Hospital.
3. Completing with full management software modules and unified in the whole
industry
